Transforming Cities Through Social Sustainability and Inclusive Placemaking


Our work centres around three core areas:


Social Sustainability and Inclusive Urbanism: As the founder of Mend and Considerate Urbanism, Liane focuses on creating socially sustainable and inclusive cities. Her approach emphasises empathy, lived experiences, and human behavior in urban design, promoting a shift from car-based to care-based urbanism.


  • Crossrail C305 Eastern Running Tunnels: As Responsible Procurement Manager, Liane collaborated with contractors and stakeholders to implement ethical sourcing, local employment, apprenticeships, and community investment initiatives, setting new standards for social sustainability in large-scale infrastructure projects
  • Tideway Central Legacy Program: Designed and delivered social sustainability strategies for the Tideway Central section, achieving measurable community benefits through skills development, youth engagement, and environmental stewardship initiatives.
  • MTR Elizabeth line Mobilisation: Developed and implemented social sustainability plans for the Elizabeth Line, ensuring accessibility and community-focused urban development in one of London’s largest infrastructure projects.
  • Transport Bid Strategy Development: Led social sustainability and stakeholder engagement components for major transport bids, including the Elizabeth Line (Concessions 1 and 2), London Overground, Wales & Borders, SWR, DLR, Singapore Metro, HS2 Rolling Stock, and West Coast Partnership, ensuring inclusive and community-oriented urban mobility solutions.
  • West Coast Partnership Development (WCPD): Shaped social sustainability strategies for the shadow operations of HS2, focusing on workforce engagement, accessibility, and stakeholder collaboration to maximize community benefits from high-speed rail.


Community Engagement and Responsible Placemaking: Liane advocates for viewing the "Community as Client," ensuring that planning and development processes are socially responsible and user-oriented. She co-founded Urbanistas, a network amplifying women's voices in urbanism, to foster inclusive placemaking.


  • Queen Elizabeth Olympic Park Study: Conducted research on community facility models, crafting strategies to enhance social cohesion and accessibility for new and existing residents.
  • Heston West Big Local Action Plan: Facilitated stakeholder engagement and co-designed a £1M+ community action plan, empowering local residents to shape their neighborhood's future.
  • City of London’s 2040 Plan: Provided expert advisory and consultation services as part of the LDN Collective to align urban development with the needs and voices of diverse community stakeholders.
  • Urbanistas Leadership Network: Co-founded a global initiative amplifying women's voices in urbanism, fostering collaboration and inclusivity in city-making processes.


Thought Leadership and Strategic Advisory: With over two decades of experience, Liane is a recognized thought leader in urban sustainability. She contributes to industry publications, speaks at conferences, and serves on advisory panels, such as the Mayor of London's Infrastructure Advisory Panel, influencing the discourse on the social future of cities.


  • High Streets Task Force Expert: Guided urban regeneration strategies, advising on inclusive and sustainable approaches to revitalise town centers, including Grimsby.
  • Crossrail International Advisory: Provided expert guidance on embedding social value into major infrastructure projects, influencing best practices for global urban development, including transport authorities in Vietnam and Australia.
  • Llandudno 10-Year Regeneration Strategy: Collaborated with Conwy County Borough Council to develop a comprehensive regeneration plan, integrating stakeholder engagement and evidence-based interventions to enhance the town's resilience and adaptability.
  • Toronto Transit-Oriented Communities Program: Advised Infrastructure Ontario on strategic development for Transit-Oriented Communities linked to the Scarborough Subway Extension, addressing sustainability, accessibility, and future urban growth in a fast-developing city.

Hi, I am Liane

I am an urban planner by background and social entrepreneur in practice. I have been a consultant and writer on the broad area of urban sustainability for over twenty years. I see the "Community as Client" and my focus is on the social future of cities and how we make and experience urban space. I speak and write about the emergence of the social city and “Considerate Urbanism” - moving us from car-based to care-based urbanism. My work focuses on using design, construction, development and the operation of infrastructure and urban environments to make urban life and our places better for people and communities.
